Asked by Goddess Parvathi to Almighty God Siva why most eminent Rushis are not having Kids and requested him to explain the reason for it and request the god to show the path for their life.
Almighty Lord shiva started explaining the different reasons for it.

If the lord of 5th house is moon and he is badly placed and he is present in combination with bad planets or 4th and 5th houses are occupied with bad planets
